Job Description: The Manager within the Queens District Attorney’s Human Trafficking Bureau will manage and supervise attorneys and support staff. They will also conduct complex investigations and felony prosecutions of sex and labor trafficking, patronizing of minors for prostitution, promoting prostitution, and kidnapping, rape, and assault as they relate to human trafficking. They will engage in sex offender registration related litigation The Manager will also share with the Bureau Chief day-to-day operational responsibilities for the Human Trafficking Bureau. The level of the position will depend upon the experience of the person selected. More specifically, the responsibilities will include:
- Supervising and managing Human Trafficking (“HUTB”) attorneys and support staff
- Training HT attorneys in best practices and helping to enhance overall job performance including investigatory, trial advocacy and litigation skills
- Managing new case assignments and assisting with allocation of HUTB personnel resources
- If the HUTB Chief is unavailable, formulating and approving negotiated pleas, reviewing and authorizing grand jury presentments, and reviewing voted indictments prior to filing
- Maintaining a curated case load of active prosecutions
- Generating calendars for the HUTB riding program
- Interfacing and troubleshooting as necessary with other agencies and groups including NYPD, ACS, mental health and medical care providers, governmental agencies, non-governmental service care providers and counterparts at other district attorneys’ offices and other city agencies.
- Conferencing cases as needed with defense counsel and courts
- Participating and organizing preventative and educational community outreach programs
Qualifications: An interested applicant must possess a J.D. degree, be an active member of the New York State bar in good standing and have at least 8 years of experience as a prosecutor. Applicants should also have:
- Experience working with victims of trauma, traumatic bonding, and sexual assaults including children and adolescents
- Substantial felony jury trial experience with cases involving trauma and/or sex crimes, in addition to other violent felony jury trial experience
- Training in trauma-informed interviewing techniques for victims of sexual assault and related crimes
- Experience drafting search warrants and cell site orders ability to analyze electronic data
- Comprehensive knowledge of crimes contained in Penal Law Articles 120, 130, 135, 230 and 263
- Thorough understanding of Corrections Law 168 (“SORA”) and experience with sex offender risk level assessment instruments, SORA hearings, and related proceedings
- Prior management or teaching experience
- Excellent interpersonal and communication skills
- Superior organizational skills
Both title and salary will be commensurate with experience. Salary range is from $118,000 to $175,000.
