Description

The Queens County District Attorney’s Office (QDA) is seeking a Senior Business and Quality Assurance Analyst who will be responsible for collecting the requirements of the Agency's business needs and translating them to functional specifications for Systems Development. This is a continuous improvement effort through User Acceptance Testing and ultimately, release and documentation. Technical documentation provides user guides and reference documents for applications.

The selected candidate will perform the following job functions, including, but not limited to:

  • Perform research, analysis, and development of project plans, workflows, business rules, and policies.
  • Conduct requirements gathering sessions with key stakeholders.
  • Work with Directors, Project Managers and other team members, and stakeholders to achieve desired results.
  • Prepare high-level design documentation, business requirements documentation and functional requirements documentation.
  • Analyze and document requirements, functional and non–functional requirements, screen mockups and screen flows, and training guides.
  • Analyze and document requirements for reporting needs.
  • Design, develop, and execute tests that can verify a software project’s functionality and performance.
  • Conduct manual testing to ensure the developed software performs in accordance with the requirements and is in a bug free state to be released for User Acceptance Testing.
  • Review software requirements and create test cases. Collaborate with colleagues to confirm testing results.
  • Coordinate and prioritize testing activities with colleagues and obtain authorization for accuracy.
  • Provide assistance and feedback with team members to validate test results. Ability to execute all test cases.
  • Manage, report and triage defects among the application team. Define severity and priority for each defect reported with status. Perform regression testing for code changes that applies to defects.
  • Provide train-the-trainer and user specific training on internally developed applications.

Preferred Education and Qualification Requirements:

1. A baccalaureate degree from an accredited college in computer science, engineering or a related field and four years of satisfactory full-time experience related to information technology service management, process management, operations; or,

2. A baccalaureate degree from an accredited college and eight years of satisfactory full-time experience related IT service management, process management, operations; or,

3. Education and/or experience which is equivalent to "1" or “2” above.

For current New York City employees, a permanent computer-related civil service title is preferred but not required.

Preferred Skills:

  • Excellent communication skills, particularly being able to discuss business needs to both technical and non-technical staff.
  • Excellent people skills and the ability to provide leadership in a collaborative, team-driven approach.
  • Independent thinking and decision-making skills.
  • Capable of managing multiple tasks in a fast paced, high-volume environment and the ability to adapt plans to unexpected changes.
  • Competence in SQL or other data query language.
  • Familiarity with Agile and Waterfall software development life cycle approaches.
  • Familiarity with UML process diagramming, including experience with Microsoft Visio.
  • An aptitude for solving problems and bringing clarity to abstract, often contradictory needs.
  • CBAP or any relevant certification in business analysis.
  • End-to-end business analysis skills, strong documentation, business process mapping experience.
  • Requirements gathering/documentation experience (use cases, functional specification/business requirements), documentation development, and data modeling.
  • Experience with Project Portfolio Management tools, SharePoint, Project, Visio; formal project management training.
  • Excellent written/oral communication skills, professionalism, commitment to quality, ability to prioritize, and desire to augment teams comprised of executive management, vendors/suppliers, and partner agencies.

Salary Range: $120,000 - $130,000 (Commensurate with experience)
