The Queens District Attorney's Office (QDA) is seeking a highly qualified and motivated Data Engineer to help build, implement, and sustain the QDA Data Reporting & Analytics Unit in a mission-oriented organization that serves over 2 million community members of Queens County. The purpose of the Data Reporting & Analytics Unit is to promote transparency and accountability through data-driven policy making and strategic planning, and to leverage data to inform policy, best practices, resource allocation decisions, and community engagement initiatives.
The Data Engineer’s responsibilities include, but are not limited to, the following:
- Build, implement, and maintain the data systems and infrastructure used for data reporting and analytics;
- Build required infrastructure for optimal extraction, transformation and loading of data (ETL) from various data sources;
- Work alongside and collaboratively with internal staff and external vendor(s) to expand data available through ETL processes for reporting, analytics, and visualization, and prepare for future state self-sufficiency and sustainability;
- Build and validate data feeds from a multitude of internal and external data sources;
- Assemble large, complex sets of data that meet end-user requirements;
- Identify, design, and implement internal process improvements including re-designing infrastructure for data accuracy and reliability, greater scalability, optimizing data delivery, and automating manual processes for strategic, operational, and investigative/intelligence data reporting;
- Build analytical tools to utilize data pipelines and provide actionable insight into key performance metrics, including operational efficiency and end-user experience;
- Develop, implement, and document data management and governance policies and procedures to ensure data quality, security, and compliance for data reporting that meets industry-wide standards and practices;
- Work with stakeholders including Information Technology staff and end-users, and assist them with data-related technical issues.
Preferred Education and Qualification Requirements:
1. A Baccalaureate degree in computer science, engineering or a related field from an accredited college and four years of satisfactory full-time experience related to IT automation engineering, monitoring engineering, management of infrastructure; or
2. Eight years of satisfactory full-time experience related to IT automation engineering, monitoring engineering, management of infrastructure.
3. Education and/or experience which is equivalent to "1" or “2” above.
The successful candidate must have a strong desire and ability to thrive in a fast-paced environment, while possessing versatility within a broad range of data-related knowledge and skills, including engineering, reporting and analytics, visualization, and criminal justice research and practice. In addition, the preferred candidate should possess the following:
- Proven ability in, and hands-on experience with, all phases of ETL development, implementation and maintenance;
- Ability to build and implement processes that support data transformation, workload management, data structures, dependency, and metadata;
- Ability to build and optimize data sets, big data pipelines, and architectures;
- Excellent analytics skills associated with working on unstructured datasets;
- Demonstrated understanding and experience using data warehouse software and tools such as Azure, AWS, and Snowflake, as well as big data tools, relational NoSQL and SQL databases, and workflow management and pipeline tools;
- Expertise in statistical/stimulation/optimization programming languages and packages such as Java, Python, SQL, C++, and C#;
- Proven ability in statistical analyses and data mining with technical expertise;
- Experience in identifying and leveraging multiple internal and external data sets to validate data queries and reports;
- Experience in reporting and visualizing data of varying degrees of complexity; Hands-on experience with Power BI, SSRS, and Crystal Reports;
- Proven ability and expertise in developing and maintaining data dictionaries, documenting data queries, and developing relational databases and data warehousing architecture;
- Certifications such as Google’s Certified Professional Data Engineer certification, IBM Certified Data Engineer – Big Data Certification, CCP Data Engineer for Cloudera Certification, and Microsoft Certified Solutions Expert (MCSE);
- Knowledge of prosecutor’s offices’ case management systems, as well as law enforcement and court databases;
- Excellent written and verbal communication skills;
- Understanding of the criminal justice system in New York State and New York City and familiarity with legal terminology and court procedures;
- Ability to work with staff at different levels within the organization, both independently and with a team, balance competing priorities, and thrive in complex situations with tight deadlines;
- Strong project management skills, good judgment, strong ethics, and ability to maintain confidentiality of information.

Salary Range: $120,000 - $140,000 (commensurate with experience)
