The Office of the Queens County District Attorney (QDA) is seeking a Chief Payroll Officer to oversee all payroll functions and processes for the Office. The Chief Payroll Officer will report to the Director of Human Resources and will be responsible for the following duties including, but not limited to:
- Review pay details for over 900 employees for any inaccuracies in their paychecks and report any findings to the Human Resources Director.
- Prepare the Office’s bi-weekly payroll and supplemental payrolls.
- Process all collective bargaining and Mayor’s Personnel Order transactions.
- Process one-time payments.
- Ensure employee pay rates and additions to gross are current and accurate, including one-time payments.
- Respond to employee payroll inquiries.
- Generate confidential reports from City systems such as CHRMS, Payroll Management System (PMS), New York City Automated Personnel System (NYCAPS) and internal personnel databases.
- Notify employees of any changes to their paychecks and provide assistance with any inquires.
- Prepare payroll forms, checks and paystubs for distribution.
- Review and process all personnel actions in NYCAPS including new hires, promotions, transfers, payroll/office title changes and data updates.
- Review managerial lump sum paperwork prior to submission to the Comptroller’s Office.
- Complete NYCERS and NYSLRS pension buy back forms for current and former employees.
- Coordinate with the Director of Timekeeping on reviewing timekeeping event reports to ensure accurate payment to active, inactive or employees on leave.
- Collaborate with the Fiscal Department to ensure accurate reporting and reconciliation of payroll data.
- Review monthly detective annuity payments prior to processing in the Welfare Benefit Annuity System.
- Oversee the submission of payroll forms such as payroll certifications, one-time payments, stop payments, undistributed checks and deceased payments.
- Act as a liaison with the Office of Payroll Administration (OPA), CityTime staff and NYCAPS Central regarding payroll/timekeeping issues.
- Create help desk tickets in Remedy and NYCAPS for errors affecting payroll and timekeeping.
- Review payroll discrepancies, reconciliations, and retroactive salary transactions on OPA’s 160/161 report and report any issues to the Human Resources Director.
- Process employee Workers’ Compensation claims.
- Serve as the security officer in the City’s payroll systems.
- Supervise a Payroll Specialist.
- Submit membership and dues deduction authorization forms to employee unions.
- Assist the Human Resources Director with special projects, as requested.
Preferred Education and Experience Requirements:
A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty.
Candidates with at least four years of New York City payroll experience and using the following City payroll systems is strongly preferred: PMS, RMDS, Pi, CHRMS, NYCAPS, NYCAPS TRAC, CITYTIME, REMEDY, WBAS, WCS, WCSFORMS, W2RACS, ESTUBS. Knowledge of Microsoft Excel is also preferred.
For current City employees, a permanent civil service title is highly desired.

Salary Range: $125,000 - $134,000
